Advanced Traffic Management System (ATMS) Program

This project is part of the county’s wider initiatives which build the foundation for mobility improvements in the near and long-term future.

The project replaces outdated technology by updating the traffic signal infrastructure including new traffic signal controllers and detection devices.

The County’s new traffic management system will comply with industry-wide standard data communications protocol which will allow the County to support smart city initiatives such as two-way communication between vehicles and traffic signals.
 
The collection of high-resolution data will position the County for future use of Automated Traffic Signal Performance Measures (ATSPM) which provides County engineers with information needed to proactively manage and operate the traffic signal system.

The ATMS Project was awarded to the contractor, Siemens (Yunex Traffic), and work began in March 2021. Project completion is expected within seven years.

On March 5th, 2024, the Department of Traffic Signals and Signs (TSS) issued a stop-work order to Yunex on this contract. On March 19th, 2024, the Board of County Commissioners approved a resolution supporting the Department's decision to terminate the subject Contract.

What is the Advanced Traffic Management System (ATMS) Project? 
The Advanced Traffic Management System (ATMS) Project includes the upgrade of the County’s ATMS Central Software, replacement of approximately 3,000 controllers and installation of additional detection systems at signalized intersections.

What are the benefits of the ATMS Project?

• Optimized Operation
  High-resolution data will capture the location, speed, and turn movement of every vehicle as it approaches and departs an intersection. This data will enable County engineers to make better-informed decisions necessary for system maintenance and operations.
• Improved Network Performance
  The new system analyzes the network of signalized intersections and the demand of all modes of transportation to achieve optimum traffic signal performance.
• Resource Integration
  The integration of multiple transportation data sources into a single platform will optimize mobility for all transportation system users. This capability of the ATMS project will support the development of non-auto modes of transportation which is a key strategic objective of DTPW.

What is Transit Signal Priority (TSP) Technology?
Transit Signal Priority (TSP) utilizes existing vehicle location and wireless communication technologies to advance or extend the green light of a traffic signal to allow a Metrobus to continue through an intersection – helping to reduce travel times and ensure on-time arrivals.

How much disruption will residents experience during construction?
During construction, there will be intermittent lane closures to allow overhead work to be done at intersections. While the controllers are being installed, law enforcement officers will be on-site to direct traffic.

While most replacements will take place during the night to minimize impact, intersections with low traffic volumes may be replaced during the day. The location of detection installation will dictate the time of day or night for installation. Whether installed during the day or night, lane closures will be off-peak (for example, 9 a.m. to 3 p.m. or 9 p.m. to 5 a.m.). Lane closures on Fridays will generally be later, 11 p.m. to 6 a.m.

Access and mobility will be always maintained, and the public will be advised at least 48 hours prior to the lane closures taking place by the public information team as well as with weekly construction alerts as necessary.
Coordination with other ongoing area projects will take place to make sure all agencies are working together to minimize any potential impacts to the public.

What is the project schedule?
The ATMS Project was awarded to the contractor, Yunex Traffic, and work began in March 2021. The project scope of work includes the following tasks:

• Installation of new central software system at the County’s Traffic Management Center and deployment of new traffic signal controllers at signalized intersections (4-year completion schedule)
• Design and construction of detection systems at signalized intersections (7-year completion schedule)
• Deployment of Advanced Traffic Engineering Solutions including Adaptive Signal Control Technology (ASCT) (5-year completion schedule).

These tasks will occur on a parallel path. Project completion is expected within seven years.

How will I know when the project will be deployed in my area?
Public outreach efforts will be conducted prior to construction beginning in each area.  The following efforts will be conducted:

• Project website will be updated with the latest project information and construction advisories
• Construction advisories will be distributed via Miami-Dade County’s social media platforms and the NextDoor Neighborhood Application
• Door-to-door distributions will be performed as needed
• Elected and appointed officials will be briefed prior to construction beginning in their districts and will assist with the distribution of all information through the use of their existing stakeholder databases and social media platforms
• Information will be available in multiple languages
• The community will have access to the project team via phone and email.
