A Service Installation Request (SIR) is a process to install a new or additional water service(s) or relocate an existing service(s) more than 5’ feet from the current service location by WASD. These service(s) will be connected to the water facilities (connection to water main) from an existing water main abutting your property.
When should you apply for a Service Installation Request
You might have service connection (existing water main abutting the property). For undersize water main of 2” or 4” WASD must perform a pressure test before schedule a New Service Installation.
Note: For water main location check Request Lateral Location or As-built to verify if there are water lines abutting the property before applying for Service Installation Request (SIR)
Note: if your property is being redeveloped or under new construction, it is the owner’s responsibility to bring the meter box up to today’s Department Standard. An inspection request can assist in determining if the customer will be allowed to use their current meter box or if they will need to request a new service installation.
Fill out the SIR application (link at the end of the page) with the property owner(s) and property Information.
One signed and sealed original boundary survey by either a Professional Land Surveyor (P.L.S.) or a Professional Surveyor and Mapper (P.S.M.); or tentative plat identified as “boundary survey” of the property, including meter location (not older than two years). Must be digitally signed and sealed.
Proposed meter box location must be clearly marked and signed on survey.
Payment of the appropriate fee (Debit or credit cards, cash or check in U.S. funds)

1-inch Single Service - $1,200.00
1-inch Dual Service - $1,700.00
Twin-Off existing 1-inch Service - $850.00
2-inch Single Service - $2,500.00
Additional Public Works permit fees and/or restoration cost may apply.
An additional Municipality Plumbing Permit may also be required
All application fees must be paid in full prior to processing the request. You will receive an e-mail with an invoice from a representative once the application has been reviewed.
Note: the department reserves the right to charge its actual costs for a typical service installation. This application is subject to prohibitions, limitations, and restrictions of governmental agencies having jurisdiction over paving and roadway reconstruction matters. Additional costs incurred by the department due to permitting agency requirements shall be paid in advance by the customer prior to commencement of installation. Please note that water and/or sewer billing will commence upon installing the water meter(s).
In the event, an “open-cut” installation in the right-of-way is denied by any permitting agency; it shall be the sole responsibility of the property owner to arrange for any “jack & bore” requirements by a private contractor licensed to perform said installation in accordance with plans and specification to be approved by the county. In addition, the installation of an upgraded service must be coordinated so that the property owner transfers its private line from the old service to the new service. Failure to comply with any requirements resulting in additional visits to the property shall result in additional service charges to the property owner.

Please be advised that installation time will be approximately 8 to 10 weeks from application date depending on municipalities (FDOT up to 6 months. To prevent unnecessary delays, it is the property owner’s responsibility to have the property lines graded, and the proposed meter location staked and marked, also mark all private utilities, prior to the time of installation abutting your property; for that reason and depend on the municipalities right-of-way location a permit is required to be process.
