Construction Agreement to Start Water or Sewer Service

A Service Agreement is a mutual understanding between Miami-Dade County (WASD), Developer(s), and/or Property Owners about their reciprocal rights regarding new Water or Sewer facilities to be built in Miami-Dade County (WASD) Service area.
The reasons to apply for a WASD Agreement include the following:
When a Service Agreement is required
If your existing or new property needs a new Sewer Lateral (Please request the location if there is an existing lateral at the Utilities Information Request page before applying)
If your existing or new property needs a Water or Sewer main extension, or relocation of existing mains
If Fire Protection (Fireline) is required for your existing or new property
When you are going to build a Private Pump Station
To obtain a water or sewer service agreement from the Miami-Dade Water and Sewer Department (WASD), the Property Owner, Authorized Representative, Contractor, or Engineer must fill out an electronic application form, along with the requirements. In addition, the Boundary Survey or Plat must be digitally signed and sealed to apply electronically. Additional information may be required based on the project location and size of the water and sewer facilities to be installed and will require a water and/or sewer agreement.
Fill out the electronic Agreement Application with the Property owner(s) Information
If a corporation, must include corporation's name and state of incorporation
If a partnership, must include partnership's name and state where partnership was legally formed
If a Limited Liability Company (LLC), must include LLC's name, state where LLC was legally formed and the name of Managing Member
One (1) signed and sealed original boundary survey by either a Professional Land Surveyor (P.L.S.) or a Professional Surveyor and Mapper (P.S.M.); or tentative plat identified as “boundary survey” of the property, including location sketch (not older than two years). It must be digitally signed and sealed if you will submit it electronically
The folio number(s) of the property (this can be obtained by searching the County's property records on the Property Appraiser’s website
Square Footage and/or number of units and type of use to be constructed
Square Footage and type of previous use
Proof of any existing or previously connected structure and the type or usage/occupancy of said structure (demo permit if applicable)
One (1) copy of site plan and/or tentative plat showing layout of buildings and roads
Proposed plan (or concept) of water and/or sewer connection and layout. Must be electronically signed and sealed
Current property zoning designation (or submitted re-zoning application). Note: Zoning must allow proposed development
A sewage flow allocation letter from Miami-Dade County or a septic tank approval letter from the Miami-Dade Department of Health. Read more about Sewer Capacity Certification
Submit electronic Agreement Application with requirements listed above (Learn more about it)
A representative will generate an invoice for application fees (additional fees may apply) (You will receive an e-mail with an invoice with application fees to pay online)
You'll need to register with e-Builder as a Project Participant (Fill out the request form) to continue with the process through e-Builder (Note: After you apply, all requests for projects are only accepted through e-Builder)
When the Agreement is offered, you will receive an e-mail that will direct you to e-Builder to print, sign and return the original signed document to the LeJeune Office at the Agreement / ServiceDesk along with the recording fees and opinion of title
Please note that when the Agreement is executed, you must also present an Opinion of Title as evidence of the Developer's ownership of the property. In addition, please note that the Service Agreement will be recorded by the Clerk of Courts when it is executed; you are responsible for the recording fees. The exact amount of the recording fee is determined by the number of pages the Agreement contains. The calculated amount due will be on the e-mail with the offer letter.
Additional information may be required based on the project location and size of the water and sewer facilities to be installed.
Payment of the appropriate fee (Debit or credit cards, cash or check in U.S. funds)
Water-Only Service Agreement Fee (If the proposed project is in a water-only service area) - $200.00
Sewer-Only Service Agreement Fee (If the proposed project is in a sewer-only service area) - $200.00
Water and Sewer Service Agreement Fee (If the proposed project is in a water and sewer service area) - $400.00
Search your application to get the most current status
After we receive your request, our representative will carefully review your application. Please allow us one (1) business day to process your application. You will receive an e-mail with the invoice from our representative.
Once you receive the invoice, go to Payment Page to pay and send the proof of payment back to the representative to continue with the process
Plans Review are going to generate the Points of Connection (POC)
You will need to submit a Concurrent Plans Review for approval– Plans Review (Submit plans at any time after submitting agreement application and receiving the POC)
Start a “Concurrent Plans Review (CPR)” process within the project in (e-Builder) for Plans Review Section and the other corresponding agencies to review and approve the design plans. (Submit plans at any time after receiving the POC)
Note: Agreement has to be executed (Developer returned status in e-Builder) to obtain approved plans/ Public Works Permit and/or a Verification Form letter/ Building Permit
After design plans have been approved, start a “Shop Drawings (SD)” process within the project in (e-Builder) for Inspection Unit to review and approve Shop Drawings
Request Pre-Construction Meeting (PCM) to Inspections Unit (e-Builder) within the “Shop Drawings (SD)” process
Start “Field Change” process within the project in (e-Builder), if applicable and at any time after finals plans are approved
Start “As-Built (AB)” process within the project in (e-Builder) for Right-of-Way Unit to review and approve As-builts drawings
Start “Inspection” process within the project in (e-Builder), for Inspections Unit to review and approve the installation of mains (Inspection processes MUST be requested/started by Contractor, Developer and/or Owner via e-Builder)
“Conveyance” process will be automatically started in (e-Builder) once As-builts have been approved. Please print, sign and bring original documents to Conveyance / Service Desk at Le Jeune Office
Initiate Set Meter Request (SMR) after Agreement is conveyed to New Business unit via (e-Builder)
Note: If you are part of a project’s team that entered into an Agreement with the Department, and your project has received a final construction, completed conveyance with the Department, but you have not registered on e-Builder as a Project Participant. Please register before submitting a New Account Form (NAF) to initiate Set Meter Request (SMR) under the Agreement ID number
